The European Commission has announced a significant increase in anti-dumping duties on imports of Chinese hardwood plywood, effective from December 7, 2025. Under the new regulation, producers from the Pizhou region in Jiangsu province will face tariffs rising from the previous 25.1% to 43.2%, while other Chinese manufacturers will be subject to duties as high as 86.8% - approaching 90%.
The decision has been welcomed by industry representatives within the EU. Jarosław Michniuk, Vice Chairman of Paged Plywood, expressed support for the move, stating that it will help protect European businesses and jobs from unfair trade practices. The Greenwood Alliance also endorsed the measure, highlighting that certain importers had attempted to circumvent existing duties through product misclassification, posing a potential threat to market stability.
The anti-dumping measures will be enforced using TARIC customs codes, with the aim of safeguarding a level playing field for the European plywood industry and ensuring the effectiveness of trade protection policies. Relevant industry alliances have committed to ongoing monitoring and efforts to prevent any circumvention of the duties, thereby upholding orderly market conditions.
